Summary
Mazda
North American Operations (Mazda
) is recalling certain 2016-2018 Mazda3 vehicles. A defective windshield wiper relay may cause the windshield wipers to become inoperative, reducing the driver’s visibility.
Remedy
Mazda
will notify owners, and dealers will replace the front body control module with a new module which uses an improved wiper relay design, free of charge. The recall began May 7, 2019. Owners may contact Mazda
customer service at 1-800-222-5500, option 4. Mazda
’s number for this recall is 3219D.

B. REPAIR PROCEDURE: Front Body Control Module (FBCM) Removal/Installation
ACTION TO BE TAKEN
Caution
- If configuration is not performed when the Front Body Control Module (FBCM) is replaced with a new one, the vehicle specification information is not stored in the front body control module (FBCM) and the system will not operate normally.
- When performing configuration, it is necessary to read the vehicle specification information from the Front Body Control Module (FBCM) before replacing it. Connect the M-MDS to the vehicle and perform vehicle identification before removing the Front Body Control Module (FBCM). The vehicle specification information is temporarily stored in the M-MDS.
Note
- The Front Body Control Module (FBCM) prior to replacement stores the vehicle specification information.
- A new Front Body Control Module (FBCM) does not store any vehicle specification information. • If the vehicle specification information from the Front Body Control Module (FBCM) prior to replacement cannot be read, perform the configuration using As-Built data.
- When replacing the Front Body Control Module (FBCM), perform the configuration. (See FRONT BODY CONTROL MODULE (FBCM) CONFIGURATION (USING READ/WRITE FUNCTION).)
- Disconnect the negative battery cable. (See NEGATIVE BATTERY CABLE

- Remove the fuse box cover. (See RELAY AND FUSE BLOCK REMOVAL/INSTALLATION.)
- Insert a remover tool into the position shown in the figure.
- Move the remover tool in the direction of arrow (1) shown in the figure and lift the Front Body Control Module (FBCM) in the direction of arrow (2) to detach its tab from the fuse box.
- Insert a remover tool into the position shown in the figure.
- Move the remover tool in the direction of arrow (3) shown in the figure and lift the front body control module (FBCM) in the direction of arrow (4) to detach its tab from the fuse box.
- Pull the Front Body Control Module (FBCM) in the direction of the arrow shown in the figure to remove it from the fuse box.
- Disconnect the connectors shown in the figure.
- Install in the reverse order of removal.

- If configuration cannot be performed by reading/writing of the vehicle specification information, perform the configuration using As-Built information after replacing the Front Body Control Module (FBCM). (See FRONT BODY CONTROL MODULE (FBCM) CONFIGURATION (USING AS–BUILT DATA).)

Recall Campaign 3219D
CONDITION OF CONCERN
On certain Mazda3 vehicles, the front windshield wipers may become inoperative due to a defective relay located inside the Front Body Control Module (F-BCM) that disrupts electrical power to the wiper motor. The relay becomes defective when metal deposits form due to heat generated during normal operation which causes eventual sticking of the relay contacts.
Drivers may experience reduced or poor visibility while driving due to inoperative front windshield wipers, increasing a risk of crash.
Dealers are instructed to replace the Front Body Control Module (F-BCM) with a modified one. The repair must be performed on all subject vehicles at no charge to the vehicle owners. Please refer the Repair Procedure document on MGSS for further details.

Chronology of Defect
Potential inoperative front wiper issue on MY 2016-2018 Mazda3
November 16, 2015: First field report received by Mazda
from outside the US market.
February, 2016: As the result of investigation, Mazda
determined that the failure was due to contamination and metal deposits occurring during the manufacturing process of the relay. For this reason, the manufacturing process of the relay was improved.
August, 2016: Mazda
started to investigate the root cause of the continued occurrence of metal deposits inside the relay with suppliers.
September, 2016: Extremely of the very small amount of silicon was detected at contact point but no substance relevant to silicon was used at manufacturing process of the relay.
November, 2016: As the result of investigation, Mazda
determined that only Mazda3 models experienced this failure due to the specification of a capacitor in the wiper motor.
January, 2017: Mazda
assumed that the metal deposits detected in the relay may be the substance contact metastasis which came off. Mazda
continued to investigation of the failure mechanism.
June, 2017: Mazda
was informed that silicon was not a true root cause of this failure.
July 11, 2017: As a countermeasure for mass production, the specification for the capacitor in the wiper motor was changed though the root cause and the failure mechanism had not yet been identified.
October 3, 2017: As an additional countermeasure for mass production, the wiper relay in the front body control module was changed though the root cause and the failure mechanism had not yet been identified.
January through August, 2018: Mazda
confirmed there was a trend that field failure rates were decreasing, assumed that the vehicles experience this failure at early timing.
October, 2018: Mazda
investigated the assumed failure mechanism. Mazda
assumed that this failure occurred by the multiple root cause such as welding waste of the fixation point of contact and the specification for the capacitor in the wiper motor and the design of the wiper relay.
November through December, 2018: Mazda
determined to collect non-failure parts from the field and started to collect parts because the cause of failure had not yet been clearly identified.
February, 2019: As the result of the investigation of non-failure parts, Mazda
could not confirm that the reduced failure trend would continue. Mazda
considered that failures related to this defect may continue to occur in the future and started to evaluate the need for a potential field action.
April 1, 2019: Mazda
held a Quality Audit Committee to review all available information to date and decided to conduct a proactive field action on certain MY2016 – 2018 Mazda3 vehicles.

Mazda
Motor Corporation has decided that a defect which relates to motor vehicle safety exists in certain 2016-2018 Mazda3 vehicles produced from July 20, 2015 through July 18, 2017.
If you received this notice, your vehicle is included in this Safety Recall.
What is the problem?
On certain Mazda3 vehicles, the front windshield wipers may become inoperative due to a defective relay located inside the Front Body Control Module (F-BCM) that disrupts electrical power to the wiper motor. Drivers may experience reduced or poor visibility while driving due to inoperative front windshield wipers, increasing a risk of crash.
What will Mazda
do?

Your Mazda
dealer will replace the Front Body Control Module (F-BCM) of your Mazda3 vehicle with a new module which contains a modified wiper relay. The repair will be performed at no cost to you.
How long will it take?
It will take approximately one hour to complete the repair; however, your Mazda
dealer may need your vehicle for a longer period of time.
Mazda
will provide alternate transportation, if needed, when your vehicle is at an authorized Mazda
dealership for a recall repair. Schedule an appointment with an authorized Mazda
dealer so they can discuss and accommodate your needs.

Mazda
is concerned about your safety, and we encourage you to contact any authorized Mazda
dealer to schedule an appointment to have your Mazda
vehicle repaired as soon as possible. You do not need to bring this notice to the dealer, but it may assist in the check-in process.

If you have already paid for repair or replacement of the F-BCM and/or wiper motor due to conditions similar to this recall campaign prior to receiving this notice, you may be eligible for reimbursement of reasonable repair expenses based on Mazda
’s repair standards. Please complete the enclosed “Reimbursement Application Form”, include the necessary documentation, and mail it to us in the pre-addressed envelope provided, allowing 6-8 weeks for processing.
Moved or no longer own this vehicle?
If you have moved or no longer own your Mazda
vehicle, please complete and mail the enclosed postage-paid Information Change Card (no envelope required) as soon as possible. This enables us to update our records and notify the current owner.
Federal law requires that any vehicle lessor receiving this recall notice must forward a copy of this notice to the lessee within ten days.
